I am the James A. Morris Chair in Economics, professor and chair of the Economics Department at the University of South Carolina, and director of the South Carolina Economic Policy Center (SC EPIC). My work focuses on labor economics, health economics, education, and the design of public programs.

Academic work with a public-facing mission

My research examines how policy design shapes educational outcomes, health, labor market experiences, and access to opportunity. Across these areas, I am especially interested in whether program rules, timing, incentives, and institutional design produce meaningful differences in everyday lives.

SC EPIC connects decision-makers in and beyond South Carolina to applied economic research from the Economics Department at the Darla Moore School of Business. The center supports policy analysis, program evaluation, applied research, and practical engagement with public and private partners.
